Network Management Policy

ConnectTo Communications manages its network in accordance with FCC Open Internet rules (47 CFR Part 8). We disclose the practices below so customers and application providers can make informed decisions about using our services.

Congestion management

Our backbone and access networks are monitored 24/7. Capacity is provisioned to meet expected peak demand with headroom; we do not apply congestion-driven throttling to specific applications, protocols, or customers. If a local access segment experiences sustained congestion, we expand capacity rather than rate-limit.

Application-specific behavior

We do not block, degrade, or prioritize any lawful internet traffic based on source, destination, application, or content. Security measures (e.g., blocking known malicious IPs, filtering spoofed-source packets) follow industry standard practices for protecting customers and the network.

Device attachment

Customers may attach any lawful, FCC-authorized device (router, firewall, access point) to our service. We provide a recommended gateway with every plan; customers who supply their own equipment are responsible for its configuration.

Security

We operate a 24/7 Network Operations Center and take reasonable, narrowly tailored actions to defend the network from denial-of-service attacks, spam, malware propagation, and fraud. These actions are applied to identified threats only and are not used to degrade competing or lawful services.
